On July 20th, 2022, the Turkish government announced that the Halal Accreditation Agency of Türkiye (HAK) would have the public authority to provide Halal accreditation services to Halal certification bodies. Pursuant to an amendment to Law No. 7060, Halal accreditation by the HAK became obligatory to be achieved for products and services that will be exported to the Turkish market. This regulation effectively entered into force on June 4th, 2023.
The Regulation on the Import of Products with Halal Conformity Certificates
Halal certification activities in Türkiye are voluntary.
However, Halal certification bodies that will perform certification services for products subject to be labeled, marked, branded, worded, or declared as Halal must hold accreditation by the Halal Accreditation Agency of Türkiye (HAK).
An individual manufacturer, trader, or wholesaler cannot self-declare or label their products as Halal. These regulations count for both domestic and foreign companies and certification bodies.
In other words, several types of products labeled as Halal are now mandatory to be under control by an accredited Halal certification or inspection body that holds valid accreditation by HAK.

An Introduction to HAKSIS
Imported products with Halal claims or certificates shall be subject to control at Turkish Customs to check and validate the status of the Halal certificate upon which the Halal mark/claim relies.
For that purpose, a standalone regulation was published on the 28th of April 2023. Accordingly, Turkish Customs shall begin their controls as of 01 January 2024.
The HAKSIS, also known as the Halal Accreditation Application System, is an interface intended to help a Halal certification body (like HQC) monitor and register Halal certificates of its customers (including each certified product) to be directly linked with the Turkish customs. Access to this portal is only provided to selected members of each accredited bodies.
Using the HAK logo on Halal Factory Certificates
Customers with a Halal Factory Certificate bearing the SMIIC reference standard are eligible to have the HAK logo inserted if requested by an importer or client.
Please note that Halal Shipment Certificates are not mandatory for shipments to Türkiye.

A Work Instruction has been created for guidance: Work Instruction number 0498. This work instruction will act as a guideline to understand the necessary steps for ensuring that your Halal certificates and products are uploaded and validated by the HAKSIS for approval in the region of Türkiye.
